    Maharashtra State Rural Livelihood Mission

    Introduction:

    To eradicate poverty in rural areas, the Government of India launched the National Rural Livelihood Mission (NRLM) in 2011. In Maharashtra, this mission is implemented under the Rural Development Department. A dedicated organization, the Maharashtra State Rural Livelihood Mission (MSRLM), was established under the Societies Registration Act, 1860, with the Chief Minister as its chairperson. A comprehensive government resolution was issued on July 18, 2011, by the Rural Development and Water Conservation Department of Maharashtra to outline its implementation.

    The NRLM evolved from the Swarnajayanti Gram Swarozgar Yojana. MSRLM (locally called Umed) follows three operational approaches: Intensive, Semi-Intensive, and Non-Intensive.

    Vision and Objectives of MSRLM:

    Vision:

    Equitable, prosperous, gender-equality, and empowered Maharashtra.

    Objectives:

    • Create efficient and effective institutional platforms for rural poor families.
    • Improve access to financial and public services.
    • Increase household incomes of rural poor.
    • Empower women to achieve self-employment.

    Goals of the Mission:

    The mission is based on the belief that poverty can be overcome through necessary support. It aims to:

    • Unite rural poor, especially women, into self-help groups (SHGs) and build their institutional capacities.
    • Enhance skills and provide financial services.
    • Enable sustainable livelihoods to help families overcome poverty.

    Key Components:

    1. Social Inclusion:

      • Reach the poorest households in rural areas and include at least one woman from each family in SHGs.
      • Build and strengthen village and cluster-level organizations.
    2. Institutional Strengthening:

      • Provide capacity-building training for SHGs through community resource persons (CRPs).
    3. Financial Inclusion:

      • Offer financial assistance for livelihood improvement through government and bank collaborations.
    4. Sustainable Livelihoods:

      • Create job and self-employment opportunities increase an annual household income target of ₹1 lakh.
    5. Core Values:

      • Honesty, accountability, transparency, and sensitivity.
    6. Vision:

      • A progressive Maharashtra that upholds equity and gender justice, ensuring all citizens live with dignity and prosperity.
