    Finance Department

    Introduction:

    As per Zilla Parishad and Panchayat Samiti Accounts Code, 1968 Rule 3, all financial transactions and all accounts (preparation of annual accounts and preparation of accounts and financial documents) of the Zilla Parishad are handled by the Finance Department. The Head of the Finance Department in the Zilla Parishad is the Chief Accounts and Finance Officer, who is an officer of the rank of Deputy Director in the Maharashtra Finance and Accounts Service. He works as the Chief Executive Officer and Financial Advisor and Primary Auditor of the Zilla Parishad regarding matters of accounting and budgetary estimates as well as implementation of financial rules. He is assisted by a Deputy Chief Accounts and Finance Officer (Class-1) and two Accounts Officers (Class-2). No authority approves any financial transaction without the advice of the Chief Accounts and Finance Officer.

    Objectives of the Department:

    1. To guide and ensure proper financial management in the accounting work of all departments and Panchayat Samiti under Zilla Parishad Jalna.
    2. To prepare annual budget under Zilla Parishad Cess as per the requirement for statutory and development plans.
    3. Objectives and Functions of the Department:

      Establishment Branch:

      Establishment related work of Gazette Officers and Class-3 employees of the Finance Department is done through the Establishment Branch. Service related work of employees of the Accounts cadre (e.g. Appointment, Promotion, Transfer, Seniority List, Retirement, Confidential Records, 54 Years Review etc.) All examination related work of employees of the Accounts cadre, Pension, Provident Fund, Group Insurance Scheme, Medical Reimbursement of Officers/Employees to prepare and submit for approval. Approval of additional charge cases, proceedings regarding Hon. Commissioner’s inspection etc.

      Budget Branch:

      As per the provisions of Sections 137 and 138 of Maharashtra Zilla Parishad and Panchayat Samiti Act, 1961 and as per Rules-8 and 9 of Maharashtra Zilla Parishad and Panchayat Samiti (Budget Estimate) Rules, 1966, to prepare the original and revised budget of the Zilla Parishad and Panchayat Samiti’s own income. The said budget is submitted for approval of the Zilla Parishad General Assembly before 27th March after taking the approval/recommendation of the Finance Committee. Also, after approval of the Zilla Parishad budget, the approved funds are distributed to the concerned department.

      Compilation Branch:

      As per Section 136 of Maharashtra Zilla Parishad and Panchayat Samiti Act, 1961, the annual accounts of the receipts and expenditure of the Zilla Parishad are prepared by the Finance Department in Model Accounting System Model No. 1 to 8. In this, monthly accounts Model No. 19 and 20 are prepared every month, and the consolidated accounts are approved by the Finance Committee and Standing Committee of the Zilla Parishad. The annual accounts of the Zilla Parishad for the previous year are submitted to the Government for approval by the Finance Committee before 25th August and the Zilla Parishad General Assembly before 30th September and the accounts of the Zilla Parishad are submitted to the Government for publication in the Government Gazette before 15th November.

      General Provident Fund Branch:

      In accordance with the rules of Maharashtra Zilla Parishad, General Provident Fund Rules 1998, the Provident Fund accounts of all the teachers and non-teaching class 3 and class 4 employees of the Zilla Parishad are maintained by the Finance Department. A computerized system is used to maintain these accounts. After receiving the proposal for refund/non-refund of the Provident Fund and final payment, the payment is made to the concerned employees immediately. Also, the benefit of the deposit-linked scheme is paid to the heirs of the employees who died while in the service of the Zilla Parishad immediately.

      Pension Branch:

      Under the Maharashtra Civil Services (Retirement Pay) Rules, 1982, the cases of employees of the Zilla Parishad who retire after completing the age of 58 years in the case of Class 3 and 60 years in the case of Class 4 and those who retire in other ways are scrutinized and sanctioned for retirement pay. There are 11500 teachers’ pension holders and 2604 non-teaching pension holders under Jalna Zilla Parishad. The Finance Department takes care of paying the pension to the said pensioners every month within the prescribed period.

      Group Insurance Scheme Branch:

      After receiving the proposals for post-retirement group insurance of Class – 3 and Class – 4 employees of the Zilla Parishad from the concerned office, the proposals are scrutinized and the said group insurance payments are submitted to the treasury in the written form of Form No. Eight and then paid to the accounts of the concerned through the treasury.

      Internal Audit Branch:

      Maharashtra Government Rural Development and Water Conservation Department Mumbai Government Circular No. Accounts/2015/Pr.No.42/Finance-6 dated 05.12.2015, Internal Audit Teams have been formed at the district level to verify the accounts of Zilla Parishad and Panchayat Samiti. Through this team, the accounts, account objections, inspection reports, etc. of the previous financial year of the Zilla Parishad Department Head and Panchayat Samiti are examined. Coordination and guidance is provided for the settlement of account objections from the Local Fund Account, Panchayat Raj Samiti and the Accountant General’s Office.

      Audit Branch:

      Feedback is given regarding administrative approval proposals, tenders and expenditure approval received from the account heads of the Zilla Parishad. Also, all types of payments received for the purpose are examined and the payments are passed.

      Central Store Branch:

      As per Rule 202 of Maharashtra Zilla Parishad and Panchayat Samiti Account Code 1968, the Zilla Parishad stock can be kept at the premises of Zilla Parishad and Panchayat Samiti. Stationery, forms and records required by all departments and Panchayat Samiti of Zilla Parishad are purchased and distributed through the Store Branch.

      Cash Branch:

      After the payments received from the Finance Department under Zilla Parishad are approved, cheques regarding their operations are prepared and distributed. Cheques and other deposits received from the treasury are recorded in the cash book. Also, the daily/monthly deposit and expenditure records are reconciled with the bank.

      National Pension Branch:

      As per Maharashtra Government Rural Development Department Mumbai Government Decision No. Anniyo/2015/Pr.No.62/Finance-5 dated 13.06.2017, National Pension Scheme (Level-1) has been implemented for Zilla Parishad employees (excluding teachers). Providing PRAN number to newly appointed employees, taking action to transfer 10 percent employee contribution and 14 percent government share deducted from monthly salary to NSDL. Approval of retirement benefits to retired employees under NPS scheme.

      Pay Verification Branch:

      Verification of revised salary determination of Zilla Parishad employees as per Pay Commission is done through this department.
